[KwartzAnnounce] Elections Coordinator Required

Hi all,

We haven't received a volunteer to be the Election Coordinator yet.
This is relatively important, and it isn't much work.  All you have to
do is put together a ballot (doesn't need to be particularly friendly,
just functional) with the names of the candidates for Board, and then
find two volunteers at the AGM to count them.
