[KwartzAnnounce] New KwartzLab Bylaws - Please Review

Hi everyone,

One of the things the board wanted to get done before the election in
July was to set out a more complete set of bylaws for us.  This new set
of bylaws includes descriptions of the board and officers' positions,
election procedures, and how to run our general meetings.

The changes are marked in red and bold.  If you have any suggestions,
please let them be known.  The Board won't be approving these until
Thursday, and even after that they can be changed at the general
meeting.
