[KwartzAnnounce] New-Member Vetting

[Kwartzlab Members Announce List]

We will be discussing how applicants are vetted for membership at this 
week's Board Meeting [1]. In preparation for this, I would like to solicit 
some feedback from members on the topic. You may post comments to the 
members' discussion list, make them directly to a Director, or come to the 
Board Meeting.

Currently, applicants are voted on by Directors, and require a simple 
majority to be inducted. This vote is informed by feedback that the 
Directors receive from you guys, but the Board would like to find a way to 
involve you more directly in the process.

There are a number of ways we can do this. For instance:

1) We could keep the official vote with the Board, but form a Membership 
Committee which would advice the Board regarding applicants. In essence, 
the Membership Committee would make a recommendation for or against an 
applicant, and the Board would make it so. (This will require a new Board 
Procedure)

2) We could form a Membership Committee, and then grant that committee the 
power to actually approve new memberships. (This will be a By-Law change)

3) We could make the new member vote an open vote, which all (present) 
members would take part in. (This will be a By-Law change)

4) We could keep the official vote with the Board, but have all (present) 
members vote in a poll regarding the applicant, and require (or just 
suggest) that the Board make it so. (This will require a new Board Procedure)

There are probably other options which we haven't thought of yet, and we 
would be interested in knowing what you think.

The other detail which we will be discussing is how high the bar should be 
set on the vote. Currently, applicants only require a majority vote in 
favour for them. Do we want to keep it there, or would we like to change it 
to some value higher than simple majority? This could might be unanimous, 
or someplace in between.
