[KwartzAnnounce] Mediawiki login temporarily disabled

[Kwartzlab Members Announce List]

In anticipation of the move off of Drupal, I am currently disentangling 
Mediawiki form Drupal's login module.  As a result, logging in to 
Mediawiki may be unpredictable for the next little bit.
