[KwartzLab] Hacky Halloween Propaganda

As we're only two weeks from the big event, we probably don't want to
bikeshed this thing to death. It's more important that we get posters
printed and out in the community than they be perfect.
I did notice that we should mention something about parental
accompaniment. We're not a babysitting service.
