[KwartzLab] new kwartzlab event coördinator

Yeah, the idea here is to have someone around who can ensure events
happen, not *prevent* them from happening.

If you have an event you want to put on, nothing's changed: let the
board know if it's open to the public, otherwise, go nuts.

If you just have an fuzzy idea or are unsure on how to execute, Doug's
offering to help.
