[KwartzLab] designing and manufacturing a PC board

The free version of Eagle is great, I've never tried kiCAD.

As far as PCB manufacturers go, it doesn't get any easier than OSHPark. You can upload your Eagle designs directly to the site, and it gives you a preview of what you'll get. The quality is top notch and made in the USA.
