Hackability has many forms. The locked bootloader and proprietary OS mean you can't do much in the way of alternate OS dev stuff, but if the BB10 SDKs I've been playing with (they tell me BB10 itself will eventually un on the playbook, but the OS is very similar even now), low-levelish C hacking (at the POSIX and above userspace layer) is possible. There are something like 6 SDKs for BB10, including low-level C, Qt/QML, WebWorks, and Android.
