I'm not entirely convinced the original was screen printed. The edges and corners strike me as being too sharp, but then I am guessing at how big this is, perhaps 3×5cm ??
The crown and interior writing might have been done by flooding with colour then cleaning the high spots. The outer writing might have been done using offset letterpress (letterpress transferred to a soft rubber plate/roller, then transferred to the plaque). Nowadays it might be possible to use a photopolymer plate to do this. The typeface could be identified but the outline (in particular the crenellations around the crown) would have to be done from a photo. It might take a few tries to get the correct paint consistency though.

The plate looks like aluminum; is it possible that either or both of these colours are done using coloured anodizing? The gold might be but perhaps the blue isn't (if it were you would probably not be able to see ghosts of the "TER" in "AQUA MASTER").
There is some text that might be hard to figure out: the lower right appears to say "MADE IN USA" and perhaps the lower left says "SERIAL NO."

There are a few online images of what the plate should look like. It appears that there is a letter painted in blue just before the serial number ("R" in the reference photo I found) that might be hard to recover.

Can the plate be removed from the regulator? It is flat, curved, or domed?
