I think that's because the 'USB' setting really just means COM3. What crappy documentation they have mentions that when you use the USB cable the vinyl cutter appears as a serial port and you must manually assign it to COM3.

I got the vinyl cutter talking to the workstation again. Artcut had lost
the settings for the machine, and the USB connector on the vinyl cutter
itself is a POS (I re-soldered it, but is still wonky). I taped the
cable up and it's working fine now.
I added a troubleshooting section on the wiki entry:
The main issue is the machine sometimes detects and sets up the cutter
on a different COM port then what Artcut is set to. Artcut only sees
COM1 and COM2, so the vinyl cutter can only run on COM2. The 'USB'
option doesn't work at all.
